They decide to transform a toy boat into a life-size vessel, the Hotsy Totsy, to compete in a national boat race. Accompanied by their dog Floopy, the twins embark on an adventurous journey to San Francisco. As they navigate the challenges of the race, they must rely on teamwork to overcome the unexpected twists and turns that come their way.
