In 2015, Costa Rica was the first country in Latin America to approve a National Policy for Sustainable Public Procurement (SPP). In 2018, a research team from DIE studied the efforts to make SPP a reality in Costa Rica and developed policy conclusions, partly drawing on international experience. The challenges to a swift implementation of SPP in Costa Rica are manifold: The fragmented governance in public administration impedes joint efforts and coordinated action among institutions of the central government, (semi-)autonomous institutions and municipalities. Many decision-makers do not feel sufficiently qualified or trained to take decisions which guarantee a good “sustainability for cost”-ratio and at the same time correspond to the legal requirements for public procurement. Dialogue structures between public procurers and the private sector are not well developed and this is a barrier to the effective framing of SPP processes. Several actions are considered both feasible and necessary to accelerate SPP implementation in this Central American country. They reach from reforming the modes of public procurement, improving public-private dialogues and strengthening support institutions to making stronger efforts to ensure that SPP contributes to mitigating social challenges in Costa Rica.

Abstract: "The comparative study on Development Research (DR) in Germany and three other European countries was commissioned by the German Ministry of Economic Cooperation and Development (BMZ). It gives an overview of the available resources, the institutional setting and the governance of DR in the four countries. The paper will neither provide an indepth evaluation of the DR realized by the four countries nor is it embedded in a more general discussion of the growing role of research for development cooperation. The understanding of the term DR varies largely in the four countries. In the most common and broadest definition DR is any kind of research with relevance for development and developing countries. Thus, a large number of disciplines may contribute to DR. Irgendwo im All liegt Neulins, ein trister und schmutziger Ort, in dem die Stechuhren der großen Fabrikhallen den Takt vorgeben. Die Bevölkerung hat sich dem rauen Klima dieses Industrieasteroiden angepasst: Neulins wird fast ausschließlich von Maschinenmenschen bewohnt. Auch Leschek sollte eigentlich als Rädchen in diesem Getriebe funktionieren. Doch der gemütliche Roboter widmet sich an seinem Arbeitsplatz in der Spielzeugfabrik lieber Tagträumereien als den Bauplänen der neusten Multifunktionspuppe. Als sein arbeitsamer Kollege Fadko dem „Enddefekt“ zum Opfer fällt, hinterlässt er ausgerechnet Leschek ein Erbe, das diesem die Flucht ermöglichen könnte. Durch Weiterentwicklung der auf dem Verfahren des Mikrothermoformens basierenden SMART-Technologie werden Prototypen funktionalisierter, dreidimensionaler Zellkulturträger hergestellt. Diese ermöglichen es, den Einfluss verschiedener Faktoren auf das Verhalten von Zellen zu analysieren. Neben der Erzeugung komplexer Topographien wird eine Immobilisierung biochemischer Faktoren auf den Strukturen gezeigt. Desweiteren wird ein mit Hilfe von UV-Lithographie hergestelltes Werkzeug vorgestellt.
