Leon Uris was een Amerikaanse romanschrijver die bekend stond om zijn diepgaande onderzoek en boeiende historische fictie. Dit zegt namelijk dat deze regel verband houdt met de verdediging: De burger dient goed verdedigd te zijn door een solide militie. In de tijd van de grondwet was het daardoor noodzaak dat men een eigen wapen had. Nu is er echter wel een solide militie in dienst van het hele volk en is het niet meer nodig om iedereen te bewapenen. In de ambtstermijn van 2008-2012 zal Quinn proberen het 2e amendement als president te veranderen. Hij is verkozen boven een herverkiezing van Tornthon, omdat Quinn ten alle tijden eerlijk is gebleven. Het boek bevat een biografie van zowel Tornthon als Quinn.
