    Jay Lynch was een Amerikaanse cartoonist, de oprichter van Bijou Funnies, een van de eerste en belangrijkste undergroundstrips uit de jaren zestig. Vele jaren lang schreef hij de wekelijkse gesyndiceerde strip Phoebe and the Pigeon People. Hij hielp mee aan de creatie van enkele van de populairste humorproducten van Topps Chewing Gum, zoals Wacky Packages en Garbage Pail Kids.
