Japonsko již před válkou budovalo rozsáhlou síť špionů a spolupracovníků, zejména v USA, Latinské Americe a jihovýchodní Asii. Ačkoli chybí mnoho původních japonských dokumentů o špionážních aktivitách, autor se snaží vytvořit přehledný obraz japonských výzvědných složek, včetně příběhů jednotlivých agentů a jejich nadřízených. Kniha popisuje organizaci sítí, špionážní operace, financování, japonský systém šifer a kódů a význam tzv. Magic Summaries. Japonským špionážním sítím během války pomáhala španělská velvyslanectví a konzuláty v Americe, Británii a Austrálii. Detaily o těchto sítích byly dlouho tajné.
