William Leonard Langer was een historicus die gespecialiseerd was in de diplomatie van het einde van de 19e en het begin van de 20e eeuw. Afgestudeerd aan de Harvard University, doceerde hij aan de Clark University voordat hij een aanstelling aan de Harvard University accepteerde, waar hij uiteindelijk voorzitter van de afdeling geschiedenis werd. Hij was tijdens de Tweede Wereldoorlog met verlof als hoofd van de Research and Analysis Branch van het Office of Strategic Services en was in 1957 voorzitter van de American Historical Association.
