Er trat zurück, weil er sich durch seine vergleichsweise humane Politik die entschiedene Gegnerschaft der Alldeutschen und der Hochfinanz zugezogen hatte. Nach ihm entgleiste die Kolonialpolitik zu einer reinen rassistischen Ausbeutung. Kayser war ein Anhänger des „Neuen Kurses“ und wirkte beim Sturze Bismarcks mit. Auch von daher galt er als „treuloser Verräter“. Sein Bild in der Geschichtsschreibung ist bis heute von solchen Angriffen verzeichnet. Sein Schicksal ist beispielhaft für das Scheitern der Integration der Juden.
