The story unfolds in Tehran and revolves around Colonel Lodd of the American Army, the true mastermind behind illicit dealings. Robin Moore exposes the underhanded maneuvers of the CIA and high-ranking political figures who tolerate and even support actions such as those of the military attaché at the American Embassy in Tehran.
