The US has historically disguised – to itself and to others – the true nature of its relations with those nations that stood in the way of its ambitions. Reversing the order of cause and effect, it has projected fear of harm from other nations even as it was expanding its dominion over them. Depuis le début des réformes en 1978, l’Etat-Parti chinois a diminué son emprise sur la société et a accordé aux organisations non-gouvernementales (ONG) un nouvel espace de liberté. Mais, en même temps, il a limité leur marge de manœuvre de façon significative. Quelles sont les raisons qui expliquent cette stratégie apparemment contradictoire ? Pour répondre à cette question cette recherche a été fondée sur l’hypothèse suivante : d’une part les ONG sont nécessaires pour remplir le vide laissé par l’Etat dans le social, mais d’autre part elles représentent une menace pour le pouvoir du Parti. Cette recherche se base sur l’observation participante, des entretiens avec les fondateurs et le personnel d’ONG chinoises et étrangères, des représentants de la société civile, des autorités publiques et des universitaires spécialistes du domaine, ainsi que sur des sources secondaires.
