Although the Orvuds and their allies managed to liberate Las Vegas and defeat Commander Williams, the Premier of Oculus ensured that none of them would leave the city as heroes. Separated from Trina and the other surviving allies, the Orvud brothers barely made it out of the Premier's clutches alive and are now stranded in the US Virgin Islands. Now outcast as enemies of America, they must locate their family living around the world and do what they can to destabilize the international branches of Oculus before the Premier burns the whole world to ashes.

Commander Williams has assassinated Commander Cortez and taken control of Oculus, now things are falling apart and half of America is on fire. Las Vegas has been annexed by the crazed tyrant who now declares it his kingdom and capital, using the trapped civilians within as human shields to prevent military actions against him. Meanwhile, the Orvuds seek out the elusive Dr. Onassis and hope to locate her before one of Williams' hit squads manage to. Everyone is on borrowed time and the clock is ticking fast!
