Zuvor werden Entwicklungspfade des europäischen Nationalismus nachgezeichnet und eine Systematik seiner heutigen Erscheinungsformen vorgestellt. Die Nation ist immer noch das dominierende Ordnungssystem in Europa. Ihr inhärent ist das demokratische Versprechen von Gleichheit, sozialer und politischer Teilhabe.
