Wie bereits der erste, 1992 von W. Brauneder und K. Nishiyama herausgegebene Band zu den österreichisch-japanischen Rechtsbeziehungen mit dem Titel Lorenz von Steins «Bemerkungen über Verfassung und Verwaltung» von 1899 zu den Verfassungsarbeiten in Japan (Rechts- und Sozialwissenschaftliche Reihe, Bd. 2), widmet sich auch dieser Band den Einflüssen Lorenz von Steins auf die japanische Verfassungs- und Verwaltungsentwicklung und setzt damit den ersten Band fort. Anhand der Beziehungen zu seinen japanischen Schülern, exemplarisch dargestellt am späteren japanischen Außenminister Mutsu Munemitsu, wird der Rechtstransfer zwischen Österreich und Japan im 19. Jahrhundert deutlich. Den Schwerpunkt bildet dabei die Edition der Mitschriften einer Privatvorlesung Steins; ergänzend werden einige Zeitschriftenartikel Steins über Japan hinzugefügt. Insbesondere über die historischen Verbindungen erfahren die österreichisch-japanischen Wissenschaftsbeziehungen und damit auch das Verhältnis der beiden Länder zueinander eine wesentliche Bereicherung.
