Die Lehre der indonesischen Staatsphilosophie Pancasila wurde der «Neuen Ordnung» für den schulischen Unterricht systematisch formuliert. Sie sollte die sozialpolitische Grundorientierung dieser militärgestützten Herrschaftsform edukativ vermitteln. Ihr Initiator war das Militär in seiner soziopolitischen Funktion. Mit der Ratifizierung des P4-Leitfadens zur gesellschaftlichen Pancasila-Erziehung, die im Rahmen der langfristigen Politikplanung die Schaffung eines «Pancasila-Menschen» intendiert.
