no borders, no limits, no boundaries
for education in europe
Educational support in Europe across borders faces both challenges and opportunities. Over the past 30 years, cross-border individual support, primarily developed in Germany, has emerged as a complex yet promising approach. The diverse legal frameworks and cultural differences across Europe necessitate effective collaboration for successful implementation. This publication aims to provide a current overview of the field, engaging European stakeholders to revitalize sometimes stagnant dialogues. The volume is divided into three parts. The initial sections feature poignant accounts of the challenging work undertaken by carers with young people in project placements, illustrating the microcosm of Individualised Social Pedagogy. These narratives explore the practical implications of this support and the opportunities it presents for individuals. The second part includes insights from stakeholders in academia, politics, and organizations, discussing various aspects such as educational opportunities during international stays, qualifications for pedagogical professionals, and models for cross-border cooperation. The concluding section presents a legal perspective by Prof. Dr. Dr. Reinhard Wiesner, who examines the consultation procedure governing the cross-border placement of minors in the EU, known as “Brussels IIa.” He analyzes its relationship with German child and youth welfare law, highlighting existing discrepancies.
