Education system reform in Ghana

Education reform in Ghana had been planned since the beginning of the seventies. Since 1987 the new education system, introduced in two phases, has replaced the former school system which was patterned after British example. More than 90% of all pupils did not achieve university qualification under the new school system. Job opportunities for the school leavers were discouragingly low although a vocational-orientated curriculum had became an established part of standard education. - Is this a possible explanation for the reform's failure? Has educational reform reached a limit due to the nature of the system? - The research study at hand concentrates on analysing the Ghanaian school system. The term 'school' ist understood as an endeavour for extended society. The author has worked out a system-oriented analytical approach to illustrate a collaboration of social forces in the educational system. It is the goal to incorporate the perspectives of those involved in the education system into the analysing and planning of the educational processes.The system-oriented approach has led the author finally to define series of nodes which outline the aspects of why the education reform failed but also some of its successes. It was possible to critically observe the various roles played by the parents, teachers, community and administration using the example of the efforts to decentralise and create participation.
