This book is designed to help educational managers who are deciding how to use open and distance learning. It examines the comparative costs of various educational technologies, suggests how we can examine and control costs, and sets out some of the difficulties in doing this. The book includes a set of eleven case studies from six European countries. The work was carried out with funding from the European Commission's Sokrates Programme
