The EGOV Conference Series aims to evaluate the current state of e-Government and guide research and development in this rapidly evolving field. Annual conferences gather leading experts and professionals worldwide. EGOV 2003 in Prague built on the success of the inaugural conference in Aix-en-Provence, 2002, which showcased various e-Government activities. This year saw increased interest, with nearly 100 contributions from authors across 34 countries, making it a global reunion for professionals. The structure of EGOV 2003 was revised to accommodate the expanding field and the growing number of submissions, necessitating a decentralized reviewing process managed by dedicated stream chairs. A workshop segment was introduced to address emerging topics like dissemination, networking, and regional developments. The conference's subtitle reflected the shift from e-Government to e-Governance, leading to a greater focus on governance, democratic deliberation, and legal issues. Additionally, the inclusion of GIS as a topic highlighted the rising significance of geographical information systems in planning and operations.
