Web Services have evolved from a fragmented technology into a vital component of modern infrastructure, addressing integration and data challenges in heterogeneous environments. They offer an open, technology-agnostic interface and promote new paradigms in distributed computing, such as Grid Services. The successful adoption of Web Services hinges on defining interoperable architectural building blocks that can be integrated into existing software architectures like J2EE and CORBA. Interoperability is crucial for the proliferation of Web Services, leading various standardization bodies, including W3C, UN, and OASIS, to create specifications and products that implement these building blocks. Following the success of the First International Conference on Web Services (ICWS 2003) in Las Vegas, the 2003 International Conference on Web Services - Europe (ICWS-Europe 2003) aims to further research and collaboration in this field. The proceedings cover a wide range of topics, including modeling, development, deployment, publishing, discovery, composition, collaboration, monitoring, and analytical control. Additionally, contributions highlight research and development challenges in building Web Service solutions and explore emerging research directions, particularly in Web Services collaboration and facilitating extended business collaboration through semantic annotation.
