This volume presents the German contributions to the Sixth World Congress of the International Association of Constitutional Law, held in Santiago de Chile from January 12 to 16, 2004. The Congress addressed various scientific and practical discussions regarding global constitutions and their reforms. Key topics included the constitutional recognition of minority rights and the influence of older constitutional models on revising newer constitutions. The relationship between constitutional protections of freedom of expression, privacy, and the internet was also examined. Additionally, the impact of constitutional human rights norms on private law legislation was explored. Discussions extended to the meaning of a constitutional right to self-determination and the techniques used to constitutionalize economic, social, and cultural rights. Local democracy and representation as influenced by federalism, decentralization, and international obligations were further analyzed. The Congress highlighted how constitutions, while reflecting national circumstances, are increasingly shaped by external factors. Another significant topic was the extent to which migrants should adhere to the majority's constitutional values versus the respect for their differences. Unwritten constitutional norms and principles in both common law and civil law systems were also addressed. This volume reflects these discussions from a German or European perspect
