The Council Regulation (EC) No 1907/2006, known as REACH, is regarded as the most complex legislation in EU history, effective from 1 June 2007. It serves as the foundational law for businesses dealing with chemical substances in the European Union, aiming to enhance human health and environmental protection while fostering innovation and competitiveness within the chemical industry. The regulation mandates importers and manufacturers to accurately identify and gather information on the properties of their chemical substances, which must be registered in a central database managed by the European Chemical Agency (ECHA) in Helsinki. This handbook addresses all pertinent aspects from the initial registration of chemical substances to the enforcement of obligations under REACH. It is organized into several key topics: the politics and scope of REACH, registration processes, the status of non-Community manufacturers, joint submissions, data sharing within the Substance Information Exchange Forum (SIEF), consortium formation, information requirements in the supply chain, downstream users, classification and labeling, inventory evaluation, authorization and restriction, legal actions and appeals, and enforcement.
