Professor Hermann Mosler, a distinguished figure in international law, celebrated his 80th birthday in late 1992. In his honor, the Max Planck Institute hosted a colloquium on January 22, 1993, focusing on the important topic of Interim Measures Indicated by International Courts. This event brought together leading scholars and experts in international dispute resolution. The resulting publication features four reports addressing various international courts: the International Court of Justice (Thirlway), the Court of Justice of the European Communities (Jacobs), the Inter-American Court of Human Rights (Buergenthal), and the European Court of Human Rights (Bernhardt). While three reports were presented orally and later revised for publication, Buergenthal's contribution was submitted in writing. The authors were tasked with exploring two main questions: the legal bases for indicating interim measures, including conventions, statutes, and court rules, and the conditions necessary for such indications, encompassing jurisdiction, competence, admissibility, urgency, necessity, and irreparable damage, as well as requests from parties or indications by the court itself.
