Monitoring in German bilateral development cooperation. a case study of agricultural, rural development and food security projects

Monitoring and evaluation in development cooperation have become crucial for enhancing aid effectiveness. However, aligning result measurement with local needs and collaboration among actors remains challenging. This paper analyzes German development cooperation's efforts, revealing a lack of a comprehensive results-based management system and quality issues in data collection. Recommendations for reform are provided.
