Despite initial hopes for de jure recognition, the constitution replaced a non-racial voting system with separate rolls for Africans and Europeans, limiting African voting rights based on tax contributions. As negotiations with Britain resumed, internal African nationalist movements opposed any settlement that didn't reflect majority rule, ultimately leading to the rejection of the proposed compromise.
