The Founding Fathers first had to be identified; this was done by searching out those responsible for the two major documents that define the United States of America today - The Constitution and the Bill of Rights. Then, the words and deeds of these men were studied to determine their position on this issue as clearly and thoroughly as possible. The conclusion follows from what they said and did.
