The Surf Series is hitting Malibu, bringing boards, boys, and summer concerts. The competition features top international young talent, including Miley's current crush, Talen Wright, an Australian surfer. Excited to perform live on the beach, Miley sees it as a chance to get closer to Talen. However, she discovers her time on the road has led to school setbacks, requiring summer make-up work. Fortunately, her father arranges private tutoring, and to her surprise, some competitors, including Talen, will join the classes. As Miley and Talen spend time together in class and on the waves, he teaches her to surf. She finds Talen to be laid-back and uninterested in fame, especially after a previous relationship with a girl who sought publicity. Miley fears that once Talen discovers she is Hannah Montana, he will distance himself. Meanwhile, she must focus on her studies, prepare for her first major beach concert, and support her friend Lilly, who is competing against Talen's ex in the beginner round. With all this drama, will Miley experience a major wipe-out or ride the perfect wave?
